What is the Digital Skills Gap?

The digital skills gap refers to the growing gap between the current workforce’s ability to navigate technology and the digitally-reliant society we have created.

In other words, our current population of students and employees are struggling to navigate the new landscape because they may have limited digital skills. In order to close the gap, schools and organisations need to upskill their community to ensure they have the skills needed to independently navigate new platforms, resources, and devices.

Students Lack the Skills

RTOs must assess and verify digital capability by July 2025, yet there's no standardized assessment framework mapped to the Australian Core Skills Framework (ACSF). This puts both institutions and students at risk.

With Certificate I units removed from IT packages, students are struggling to jump directly into level 2 courses. This creates a critical gap in foundational digital skills, particularly affecting neuro-diverse and disengaged learners.

While students appear tech-savvy with social media, they lack fundamental workplace digital skills. RTOs are finding a significant gap between perceived and actual digital competence.

One in four Australians are digitally excluded, creating a critical challenge for RTOs to effectively assess and support student digital literacy before they begin their courses.

The Digital Literacy Licence: A Comprehensive Solution

What’s included?

A large state college in Queensland pioneers the Digital Literacy Licence (DLL) to help students bridge the digital divide and build confidence

Kelvin Grove State College (KGSC) in Brisbane, Queensland boasts being one of the largest schools in the Southern Hemisphere.  In December 2022, the leadership team of KGSC agreed to trial the DLL Provisional Level and Level 1 programs in their Years 7-9 classrooms.  

Sue Isbell, Head of eLearning for the College, pioneered the program with DLL, with an Expression of Interest (EOI) process offered to 12-14 year old students, with parent permissions, during the finalisation of the school year (activities week).  

Challenges to adopting the program inside the public facility classrooms included being able to show the security of information and storage in a data sovereign location.

The program was designed to give students the confidence and digital literacy skills to transition through high school where students use laptops and start to move into more mature learning environments and skilling towards entering the world of work.  

The Provisional Level of the DLL covers topics such as digital devices, introduction to the internet including software navigation, cyber and eSafety along with digital maintenance.

We’re pleased students will be able to access online resources for education and career development. Additionally, the students are better equipped to use digital technologies in their everyday lives. As eLearning Head of Department and Digital Technologies teacher, I’m glad to see a product that is assisting the students and teachers with this content in an ever-changing landscape.

THE IMPACT

As a result of the program, the students had increased access to digital literacy information and resources and became better prepared for the digital world. The students reported that the program helped them to better understand the importance of digital literacy and the opportunities it presents.  The students are better equipped to access and use digital technologies, which helps to bridge the digital divide and create equal opportunities for all students.

Thank you to Sue and the leadership team at Kelvin Grove State College. As a result of this pilot, DLL has been able to make improvements in processes and content based on participant and teacher feedback.
